Two mechanisms can work together
Sony explains that ANC uses microphones and opposing sound, with particular effectiveness against steady low-frequency noise. Passive isolation comes from the physical barrier and seal. An ANC earphone can use both; comparing “ANC” against “tips” as if they were mutually exclusive is misleading.
Compare the noise that bothers you
For engine rumble, investigate active cancellation. For conversation, keyboard clicks or other changing noise, inspect the exact product's attenuation across frequency and try it in a representative setting. One decibel number does not describe every noise. Check whether a chart measures total attenuation or the extra effect of ANC relative to the same headphone with ANC off.
Fit changes the result
Tip size, vents and insertion matter for IEMs; glasses and pad condition matter for over-ear headphones. Foam is not automatically better than silicone, and a tip must fit the nozzle securely. Passive isolation is not automatically equivalent to certified hearing protection. A wired connection also does not rule out powered ANC.
Before buying
